Why is it that when I program a route into the FMC after selecting
the departure runway I can select a SID, but at the arrival airport after selecting the runway there seems to be no facility to select a STAR or TRANSITION. This is on the ATR72-500. I have updated the AIRAC on the plane (1607)

STARS will only be available if your AIRAC data contains them. Which airport are you using?
If you look in the ATR NavData/STAR folder you can see the files for each airport. |

You're right of course, there are no stars in the nav. data for EGPE and EINN.
Stupid, should have thought of that myself.
